No change has been made by the Estimates in Salaries, because I think that the time has arrived for considering comprehensively the position of the Public Servants of the Crown in this Colony, and placing them on a more permanent footing by a Civil List. I hope shortly to submit for your Grace's approval a draft of a Civil List, as the subject is at present engaging my careful consideration.
